Is this an error? Or is it allowed?

When this valueset is expanded, will the expansion contain the duplicates with different displays? I'm assuming no because it will only ever match the one code in the code system (i.e. SNOMED)

in this case it would be bad. but there are use cases where it actually makes sense. We've discussed them here previously.
