As far as I can tell, the displayLanguage parameter (which is code typed) is not bound to a CodeSystem.
It seems "obvious" that this might be a single BCP47 language code, but it might also be a language range as per RFC 4647 (as per the Accept-Language header)

Yes, we're using RFC5646, but that's only mentioned with respect to the Accept-Language header and not the displayLanguage parameter for $expand
