Topic: Which WG should approve a jira on a ValueSet

Jira 31750 has been discussed in OO so far. It is adding values to Valueset-identifier-type. This additional values are needed for OO resources. Which WG should approve this ticket? Can it be OO, or should it be Vocab or FHIR-I?

I failed to notice or recall this detail during the Catalog call, but the IdentifierType code system is hosted in THO and is from V2 table 0203. So it seems that what is needed is a UTG (THO) proposal to add these codes. I don't think it's a FHIR core spec issue. And I'm not sure what implications changing the contents to add the codes might have for V2?

We'll comfort the content at OO HealthCare Product call this Monday (we're just adding 4 new values) and decide during that call who makes the UTG proposal. @Robert McClure could you please point me to this process on Confluence?
