During testing at the ihe europe connectathon we see systems that have ValueSet.expansion.identifier not populated. The spec says
Each expansion SHALL have a unique identifier in ValueSet.expansion.identifier
hoewever in the differential ValueSet.expansion.identifier cardinality is 0..1 which comes from FHIR-13813:
This issue was raised in the Connectathon 16 Terminology Track, as terminology servers that don't return a ValueSet resource containing an expansion identifier from the $expand operation fail conformance tests.
Is my interpretation correct that the SHALL should be relaxed to a SHOULD? And if yes should i add a new tracker item?
