When a ValueSet is expanded and the expansion contains inactive concepts, then http://build.fhir.org/valueset-definitions.html#ValueSet.expansion.contains.inactive is set to true for those concepts.
But in http://build.fhir.org/codesystem.html, I don't see an 'inactive' property for concept. Is a FHIR terminology server supposed to derive the 'inactive' property somewhere else outside the FHIR terminology server?

I just looked at SNOMED CT definition (e.g. http://fhirtest.uhn.ca/baseDstu3/CodeSystem/snomedct) and I see that it defines a property.code of 'inactive'. So am I right that for SNOMED, a CodeSystem.concept that is inactive will have a concept.property.code='inactive' and concept.property.value=true?
I guess my question could be reworded as: why is there no fixed .inactive property under CodeSystem.concept? Do other coding systems have different property names/combination of property names that constitute an 'inactive' status for that coding system?

Look at the various links to specific code system implementations at http://hl7.org/fhir/2018Jan/terminologies-systems.html. Not all have an inactive property (e.g. LOINC).
