Is the displayLanguage $expand parameter informational to the server only? AFAIK there is no way to specify the language associated with a concept.display element. And designations are a different beast.

concept.display has the language of the base resource. Supplements might define alternative language display in concept.display or in designations

if there is no known concept display for the specified language, server behavior is unspecified. Mine falls back to whatever nearest language it can find
