FHIR defines http://hl7.org/fhir/ValueSet/ucum-units as "all UCUM codes", but the CodeSystem itself as documented here https://www.hl7.org/fhir/ucum.html does not define a value for CodeSystem.valueSet
Is there a good reason for this? It is quite inconvenient for it not to be defined.

just as long as we are ok that the value set is just the "common set" and not really all the codes. It would be nice if we could make that clear somehow - when a value set we use as all the codes in a code system is really a subset. How about valueset-unclosed?

the value set really is all the codes. The common codes value set is http://hl7.org/fhir/ValueSet/ucum-common
