Maybe it is your local system blocking it.

and got down, then up 1 minute later
maybe it is unreliable

Maybe it is your local security settings.
I find https://downforeveryoneorjustme.com useful for situations like this.

works for me too, but https://downforeveryoneorjustme.com/mor.nlm.nih.gov originally said down, but then ok after I reloaded the page.
