The URI type says it can be relative. That works fine for extensions, where the containing extension uri is the namespace for a contained extension, which can have a relative uri. But what about a Coding.system? Could it be relative, and if so, to what?

I can think of a few real edge cases, but even then, I would say: no, it's not a good idea
