Does the word 'nullFrequently' that appears as the start of the comments on the resource element definitions of ValueSet.copyright and ConceptMap.copyright have any meaning - or should those sentences start with 'Frequently'? If so, can these be classed as spelling errors/typos that I can correct without creating Tracker Items?

They can certainly be classed as a "typo" tracker that doesn't require work group vote to make the change. I suspect you'll find it's tooling-driven.

Simple enough to edit HTML file in QA process, but will that subsequently be overwritten by tooling?

absolutely. someone will have to chase down the null - probably coming from java code
