I have legacy data elements with Y/N answers. Should/may I concoct a URI for a value set http://terminology.hl7.org/ValueSet/v2-0136? Not assign a value set but somehow scope instances with http://terminology.hl7.org/CodeSystem/v2-0136? Or just leave them as text codes without a semantic space?

the value set https://terminology.hl7.org/ValueSet/v2-0136 does exist.
