Can someone explain the intention of constraint vsd-11: "Status must = 'active' if expansion is present and compose is absent". Does this mean that $expand operations can only be applied to a active VS (since by default $expand does not includeDefinition)?

I do recall discussion on this (not sure where or when, though). The intent was to declare that there is no support for persisting and exchanging expansions with different statuses - they are active, period. When 'compose' is present, the presumption is that 'status' applies to the 'compose' (this is, of course, an artifact of using the same structure for both the definition and the expansion).
