How can we have an IG for use with FHIR R4, but that uses current UTG vocabulary? There are improved codes we need that are not in the vocabulary at FHIR R4.

I'm not actually sure. In principle, you just reference UTG but UTG is special and I haven't figured that out yet

we are just referencing code system http://terminology.hl7.org/CodeSystem/v3-ActCode, but we are not getting the UTG verison, we are getting the FHIR R4 version... which is missing codes we need.

right. what's special about UTG is that the things it defines are already defined in the base for legacy reasons

codes in the R4 are from 2018, missing many of the improvements Kathleen has made in 2 years.. and those improements are needed for the DS4P projects

so we simply want to force the IG to use the current terminology, and not be stuck with the R4 terminology.
