So, ICD-11 is moving quickly into the present and the WHO Vaccine Cert requires it's use. Currently the Using ICD with FHIR page states: "The next revision, ICD-11, is scheduled for release in 2017." I'm thinking we need to get ICD-11 used and that page updated. I don't see a Jira ticket for ICD-11 (but some of the titles are confusing). Should I open one?

@David Pyke Yes, I believe that a JIRA ticket should be opened to correct that statement to something like this:
"The new version of the ICD (ICD-11) was released on June 18, 2018, as a preliminary version. It was officially presented at the World Health Assembly in May 2019 and will be used as the official reporting system by member states beginning January 1, 2022."
Given that ICD-11 appears to be very different from its predecessors, it might make sense to create a separate page in the FHIR Specification for "Using ICD-11 With FHIR". Do you agree @Grahame Grieve , @Rob Hausam ? The next concern would be to gain (or discover) sufficient understanding about ICD-11 to author that page. :smile:

The "expected" url for icd-11 does not resolve (and throws a QA error on an IG https://who-int.github.io/svc/qa.html ).

Also, the ICD team also has some preferred URLs for ICD-11 and are going to be exposing FHIR endpoints (from SVCM) soon ish.

@Peter Jordan We definitely need to at the minimum update the ICD-[X] page so what it does say about ICD-11 is current. But I agree that having a separate page for ICD-11 is almost certainly warranted. The other considerations with all of that is that these updates/additions would only be in the R5 draft and the CI builds for some time - and instead what we really want to do is move all of this for external terminologies out of the FHIR spec so it can be accessed and managed separately, in the HTA pages and THO. But we also, I think, need to direct people to those sources or truth from the FHIR spec, as that's still the habit and also a very logical place for implementers to look first when they have questions about how to use terminology(ies) in FHIR.

An alternative might be to have an IG for ICD-[X] similar to what SNOMED is doing, or an IG for external terminologies in general with sections for each of SNOMED, LOINC, ICD-[X] etc
