ICD-10 is widely used in the developing world for problems. We've never really paid that much attention to it. what filters would make sense?

GF#13210 - says we should document dagger/asterisk syntax (I really want to call it cloak and dagger syntax...). But: http://build.fhir.org/icd.html#dual-coding - so I think there's nothing to do

@Stefan Lang and some of us discussed the ICD "dual coding" further in New Orleans. We need to expand the documentation and example beyond "simply use the two ICD-10 codes separated by a space" to recommend or at least allow the full syntax (cloak and dagger, or whatever ) to be used. But it's a non-substantive change.

I'll draft it and we can take a look

I remember we wanted to draft a text as a new GF tracker, ping @Julian Sass ;-)

Yes, I do recall now that we had said we would want to do a new tracker. Specifically German details probably don't need to be in the core spec, except potentially as good examples, but the idea would be to state the guidance in the core spec so that it sufficiently covers the needs of the different jurisdictions, including Germany. I will begin drafting some text and will work with @Julian Sass on it.

I guess I don't understand the difference between what we have and the full syntax
