Especially for FHIR's internal artifacts such as FHIR ValueSets if we don't want to modify anything but adding our translations (including their acceptabilities) while preserve the original contents in English.

@Lin Zhang What you will want to use for the code translations are Code System Supplements, which allow you to add designations for an existing code. The question about translating FHIR resources I think would be best to discuss on the translations and maybe the implementers streams.
