last time I tried, it required ability to fully rebuild the terminology... which I can't do, none of my technology can get it to build... BUT I heard that is not required anymore.

Hi @John Moehrke , a good place to start is our landing page at https://confluence.hl7.org/display/VMAH/Vocabulary+Maintenance+at+HL7. There are educational videos as well as documentation in the 'Change Proposal Submission' section. It does not require a rebuild but does require you to work in a branch. I am happy to meet about any questions you may have.

yes, part of the process does need to handle round-trip closing of an original jira ticket received against FHIR core.

I am going through this UTG process for the first time, too. Trying to get UTC changes made to fully apply PC JIRAs: J#26464 and J#29409.
@Jessica Bota I created the https://jira.hl7.org/browse/UP-279 and https://jira.hl7.org/browse/UP-280, but unclear if others take it from here or if I need to do the rest of the steps (e.g. request to be a UTG submitter myself). Can you clarify next steps?

@Jessica Bota Can you confirm if my request form was submitted successfully? I thought I had submitted the form for submitter privs around Feb 1, but haven't seen any approvals come through yet and wasn't sure on the expected turnaround time on getting the requests approved.

@Michelle (Moseman) Miller , no those proposals are not submitted. The submitter is responsible for making the changes to the content, in this case the two code systems and then submitting it. This is what must be done once you click "Draft a Proposal" and follow the instructions for the content changes outlined in the Change Proposal Submission section (click at bottom of section to see entire documentation stack) on https://confluence.hl7.org/display/VMAH/Vocabulary+Maintenance+at+HL7.

Guidance says
When you create a proposal and it goes into the Environment Setup state, if you see a button on the top "Draft A Proposal" then you ARE a Submitter!
I don't have that button to "draft a proposal" yet -- I'm waiting on my UTG Submitter privs to be granted
