that's a null statement. A naming system is either a Code System or an Identifier system

I can put this on the agenda for the Vocab FHIR tracker items call on Monday and see if we can include it in the block vote next Thursday. I suspect that we will need to treat them primarily (or exclusively) as codes, as Lloyd suggests, but I think there is some fuzziness.
