Am considering whether need to create a tracker to better document using {} in UCUM. Lloyd's points are persuasive and I think using {} instead of using the code element. will muddy the waters when using Quantity data type

I think that documenting it better makes sense. It's a well-established and documented pattern in UCUM, though, so I don't think we should try to limit or eliminate its use in 'code' - at least not in the general case.
