We are storing county codes with our address data, and are wanting to bind that to a CodeableConcept or code using FIPS county codes. We are having trouble finding the correct valueset / code system to use.

We have found the following alternatives, but may be missing some others:
https://hl7.org/fhir/2018Jan/valueset-fips-county.html (HL7 draft)
https://www.nrcs.usda.gov/wps/portal/nrcs/detail/national/home/?cid=nrcs143_013697 (Census)
https://phinvads.cdc.gov/vads/ViewValueSet.action?id=20D34BBC-617F-DD11-B38D-00188B398520 (CDC)

The HL7 valueset appears to be somewhat old and outdated, and the code system is not resolving.

Is there any guidance from HL7 on the correct valueset / codesystem to use for this purpose?

I don't really know the answer to this one. I agree that the FHIR value set probably isn't good to use, especially since it no longer exists in the current R4 and CI FHIR versions. And I agree with Rob M. about getting input from HTA. I wondered if US Core might have done something with this, but I don't see that they have.

US Core does not require county this is typically needed by public health, can check with them.
