We had extensive discussion on GF#17276. I don't recall though why the extension is only available on compose, and not on expansion? http://hl7.org/fhir/R4/extension-valueset-deprecated.html
Also there's a tiny but visible typo in the description "if ture, indicates that the concept is deprecated from the value set"
