Can anyone explain to me what it means for a Value Set Expansion to be "list of designations"? I ask, because the notion of a "Value Set Assertion" (loosely, a ValueSet binding) is defined in terms of "Value Set Expansion" and not "Value Set".

5.1.3.3 Value Set Expansion
"... list usually consists of codes so that the Value Set Expansion may be used in populating or validating communicated model instances, but may alternatively be a list of designations."
