What is the rationale for ConceptMap.source and ConceptMap.target fields being type choices with the choice between uri and canonical rather than fields being either just canonical or choice between canonical and Reference (if literal reference is desired).

Based on my reading of search parameters for the ConceptMap resource, both source and source-uri reference ValueSet resource and basically have the same meaning. Why have two of these search parameters instead of just one source? (same for target vs target-uri).

because the source may not exist as an actual value set

it's the same pattern for uri | canonical we have elsewhere. It doesn't sit well with me

Right, but canonical doesn't mean that it has to exist as an actual ValueSet?

Do you have an example of another place using uri | canonical ?
