The Composition Confidentiality binding is using a date on the valueset binding, is that desired, and seems a very strange date to have selected (at least to me)

And caused a juicy error in code generating the c# ref client implementation, can't believe hasn't been an issue till now.

I strip the version from the urls when generating code

I was using the version of fhir which has worked for everything else.
