Looking at the available FilterOperators and the way filters in code systems are defined, I cannot see a way to express a ValueSet filter that checks that a property does/does not have any value other than using something really heavyweight like a regex (".+")
Am I missing something, or should we include an additional FilterOperator like "exists" which takes a boolean value?
