We are currently revising the existing and missing CodeSystem URIs for #genomics . It is unclear at the moment if the existing URIs which are pointing outside of http://hl7.org/fhir were published by the publisher of the code systems.
So we could come to the conclusion that it is necessary to change system URIs listed here under genetics: http://build.fhir.org/terminologies-systems.html to comply to 4.1.2 Choosing a system

We want to comply with An http: address SHOULD resolve to some useful description of the code system. Ideally, if a user makes a request of the address with the media type set to a FHIR media type, the server will respond with a CodeSystem resource, but some other human or computable definition is allowed as these are external CodeSystems with URIs pointing outside of FHIR we can't guarantee that atm.

it seems that you are drawing the conclusion that references cannot be external because of the note about the FHIR Medida type? that is absolutely not the intent

no it is more about the 2nd bullet point in: http://build.fhir.org/terminologies.html#system
A system URI or OID defined as the correct value to use in FHIR by the publisher of the code system

http://www.ncbi.nlm.nih.gov/nuccore is a Nucleotide CodeSystem where as the description suggests reference sequences

Yes we will revise the existing ones and make tracker items for errors in the current status. Changing Sources instead of URIs
