Can Apelon DTS be used for testing FHIR resource instances as a terminology server?
I.e., not simply test if SNOMED or LOINC codes are valid but also other code systems / value sets required by CMS?

Apelon's DTS supports other standards and can also support custom code systems and value sets (i.e. works with the FHIR operations).
