Currently we have Device.safety as an attribute while for R5 we are consolidating various characteristic types into Device.property (see https://jira.hl7.org/browse/FHIR-26424), excluding .safety. A suggestion is being considered to put merge with .safety into .property as well that arose from review on how to address https://jira.hl7.org/browse/FHIR-28197 submitted by @Isaac Vetter .
We are interested in feedback on whether to merge or not.

I would be in favor of merging safety into property as this element is defined by https://jira.hl7.org/browse/FHIR-26424 . Some boolean properties like "containing latex" or "magnetic resonsance safe" fit in the targetted "property" element of DeviceDefinition.
