Hi, we are planning to implement a FHIR PH Gateway. We are pointing to the PHD IG, but at the same time we see that the FHIR specification has a set of profiles for vital signs observations. We expect personal devices also to transmit vital signs - what are the thoughs on the relations between these to implementation guides/ set of profiles?

AFAIU vital sign Observations used in PHD must comply to the vital signs profile. See also https://build.fhir.org/ig/HL7/phd/ProfileConsumers.html#vital-signs
So both PHD and Vital Signs profile apply to you. And PHD includes Vital Signs as a "transitive dependency".
