Such CodeSystems could be used as Source and/or Target Code Systems of those maps that don't have their sources and/or targets terminologies included on the FHIR Server(s).

For example, on the FHIR terminology server, we might have the map from a local lab tests provided by a hospital lab to LOINC codes and also the terminology LOINC, but the lab test dictionary/catalog might be unavailable.

Sort-of in other words, do we have to provide the missing source/target terminologies by collect those codes in such a map as an implicit Code System? Maybe a wierd question :)
