intent for referrals? ...proposal vs order vs plan
order vs plan is a matter of control....

e.g.,Dr X refers patient P for a consultation with Dr Y
Dr X proposal to food bank or some other service outside their control...

I believe it should be order. If you need to track it, then you use Task, also with intent of order

Moved. Order indicates there's an authorization. Plan means no authorization.

view this post on Zulip Eric Haas (Mar 31 2020 at 19:55):

what does authorization mean when requesting something that doesn't need an authorization or there is no control over the activity "walk 8000 steps a day"

view this post on Zulip Eric Haas (Mar 31 2020 at 19:55):

or is it a medical record/jurisprudence context

I thought we are talking about referrals? or ServiceRequest in general?

view this post on Zulip Eric Haas (Mar 31 2020 at 20:00):

I was talking about referrals. so ignore that example.

I'd probably treat the 8000 steps as a plan more than an order. And in any event, it would be 'active' until you get to the point where there's no longer a need to walk 8000 steps/day

As an implementer, we expose referral orders with FHIR intent = order. They are represented as orders in our EHR
