order vs plan is a matter of control....
e.g.,Dr X refers patient P for a consultation with Dr Y
Dr X proposal to food bank or some other service outside their control...

I believe it should be order. If you need to track it, then you use Task, also with intent of order

Moved. Order indicates there's an authorization. Plan means no authorization.

I'd probably treat the 8000 steps as a plan more than an order. And in any event, it would be 'active' until you get to the point where there's no longer a need to walk 8000 steps/day

As an implementer, we expose referral orders with FHIR intent = order. They are represented as orders in our EHR
