Is modeling a flowchart-style workflow (with nodes and connections, in parallel or in series) explicitly out of scope for FHIR workflow?

What I showed was about workflow instances - a specific scenario. There's also a use for workflow definition, which would be handled using PlanDefinition - and we'll probably want to generate diagrams for those too, though the data structure is defined there.
