what would be the expected value for http://build.fhir.org/plandefinition-definitions.html#PlanDefinition.action.condition.language if the expression is a FHIRPath expression?

There's a mime type for CQL which is a superset of FHIRPath. @Bryn Rhodes ?

the examples all use "text/cql", so I'd guess something like "text/fhirpath"?

To uniquely identify the FHIRPath language, the following URI is defined:
http://hl7.org/fhirpath
In addition, a media type is defined to support describing FHIRPath content:
text/fhirpath
