Also, wrt Care Plan - the Risk Resource is referenced by Goal, yet not by Health Concern - I would suspect the Risk of Kidney failure (for example) is more of a Health Concern than a Goal :-) @Dave Carlson

Gay, I think I agree with your question that workflow may not be the best place. Possibly the OO stream might be appropriate. There's also certainly relevance to Patient Care (there isn't a separate Zulip stream). Posting (at least a link) in implementers probably would also make sense. That certainly gives the broadest exposure.

Thanks Rob - I started with workflow b/c CDS owns Risk Assessment - and I am not finding an active CDS stream (oddly enough) and Risk Assessment is an event resource from a FHIR workflow perspective

I am leaning towards an observation with component observations - but that might be a stretch. So maybe OO is best.
