Topic: using gForge for formal ballot

What is the instructions for someone that wants to use gForge to submit their formal ballot comments? Submitting normal gForge CPs will not be viewed with the ballot weight. Yet the gForge system has superior comment capturing capability than the spreadsheet. Seems we should have a way that on the ballot site a list of CPs can be recorded for formal weight. Done in a way that doesn't add to overhead by ballot processing.

Submit your comments on gForge, then submit a spreadsheet that includes the tracker number and your vote (negative, comment, etc.) You don't need to fill in any other columns

so a spreadsheet with all tracker numbers submitted? One row, or a row for each? Or can they just list all tracker numbers in the edit-box on the ballot site?
