How do I deal with tickets like GF#20212 -- which is asking to fix vocabulary that is already fixed, but not in DSTU2?

Reject it with an explanation that it's already done and that we don't update older publications. If it's "code", they're stuck with whatever was in the STU2 publication. If it's something else, they can (and should) use the newest published terminology.

good, that is what I was thinking... so is this a formal ballot resolution of "not persuasive" or "considered - no action required"... note in this case it is not a formal ballot comment as far as I can tell.. but want to set the pattern properly.

You can only use "Considered - No action required" if they're not asking for a change. - generally for A-C ballots that say "good job" or something to that effect.
