I think it's past time that we defined these formally. The natural way to do this is via a FHIR IG published at http://hl7.org/fhir/tools. Would this be a formal IG that FMG needs to approve?

I think the biggest question would be the change management process. If any of these are something external apps might make use of, we need to have a managed change process. If they're only for tools maintained by HL7 itself, I think we can be more lax.
