so there is no process as to what is legitimate change to R4B? I thought there was some control to limit the scope.
given that it needs to be applied to R5... does it get cloned?

The rule is that if it's a technical correction, it's a candidate to be applied. The rules on what constitutes a technical correction are pretty strict.

What we have been doing is marking the R4B ones and applying them to R4B with an expectation that we'll cherry-pick the changes and move them into R5 too. However, probably worth discussing specific process on an upcoming call.

You don't have to hold off applying to R5. Fine to apply to both. Probably even better to do that.
