I'd like to say that while people can comment on the these in the ballot, they cannot vote negative based on them, since they'll get singificant work after the ballot, and there's no open issues to discuss

If the mappings are normative, we can't make substantive changes to them after the ballot opens.

We also make them as part of the STU ballot scope - even if they're for normative candidate resources.

We can't prohibit negative votes, but we can make the impact of them less.
