- I don't think that relatedAction should be a modifier: It doesn't modiy the meaning of the element, only modulate it's use.
- I don't think that type should be modifier - it's an *action* - the kind of action to take doesn't modify that it's an action

- I don't see how resource can be a modifier at all.Can the focus alter the nature of the action? An action to not to do an action?

Approved by motion on FMG call, with caveat that we're only approving the summary changes, not the modifier changes.
