What's the fmg process for considering publication of an IG that is dependent on an unpublished IG? Or is it always a hard 'no'? Dental Data Exchange is ready to seek publication approval, but it's dependent on HRex (Coverage) profile, which is not yet published.

It is possible to have a dependency on a ballot snapshot of an IG, so long as you're only doing an STU publication. The expectation is once your dependency is officially published, you'd do an STU-update to revamp to point to the official release. (A number of Da Vinci IGs have already done exactly that.)
