ok, can you please check the build.fhir.org site and see what I've done for normative:
- every single html page has a status br now
- normative pages have a comment on them
- ballot-intro.html is back, and explains the ballot plans
- the resource list and toc indicate what's candidate normative
Still to do:
- Some operations are normative, and some are not

It would be good if there was a page that included a link to every normative page & artifact (including each operation, value set, etc.)
