I think I see what you're getting at - should the committees that own the resources also own the conversion maps. Perhaps with technical assistance...

Aka "Grahame writes them all"? If the work groups were meaningfully involved in the creation and could evaluate feedback, then maybe. But I don't believe that's the case.

Well, a few people helped me. So on the one hand, the committees are not familiar with the language but they own the content problem the language is describing
