No. but to make sure I understand the concept, are these guides that will be published at their own URLs, or at a sub path of the R4 specification?

Own URLs. Only relationship to R4 is that they happen to be IGs that have passed ballot and are ready to publish at the same time - and so enjoy a portion of the publicity glow that accompanies the main release.
