At the close of the review ballot the responsible Work Group (WG) shall capture all comments using the
HL7 Ballot Reconciliation Report unless the WG has petitioned for and been granted a waiver of such
use by the Technical Steering Committee (TSC).

Is this the case (waiver) for Jira ballot process?

(I'm reading the GOM, can you tell ;-))

that is why the reconciliation report function exists in jira ballot definition as well

I see a way to generate a reconciliation sheet for https://jira.hl7.org/browse/BALDEF-1979 which used the new process, but not for SMART Web Messaging (https://jira.hl7.org/browse/BALDEF-1900) which predates it -- where should I go to read up on the process for putting a reconciliation report together this spec (ideally leveraging all the reconciliations we've done in Jira)?

That gives me a spreadsheet of comments but not the equivalent of:

(Assume this will be available in the ballot desktop once that's back up, and that it's out of scope for Jira on older ballots like SMART Web Messgaing?)

I ran a re-tabulate for you, but because only voters that submitted comments are represented in Jira, the Jira count is not super useful
