Clicking "propose a change" in the spec takes you straight into a complicated Jira where you can't submit an issue until you sign up and wait 2 days; this process isn't quite intuitive, so probably most people get stuck here.

It'd be clearly better for newbies. Maybe just a link there from the current fhir-issues page would help, but I see that's just a Jira screen...

(I thought https://confluence.hl7.org/display/HL7/Specification+Feedback or something similar existed, but I failed to find it in Confluence search, looking for things like "how to submit fhir issue" or "fhir propose change")
