When we say that resources have been successfully tested, for example at a Connectathon, should we also require that they have been successfully tested by someone who did not write the resources in the first place? In other words, an independent third-party was able to understand the specification?

Given our FMM requires three independent implementations, this tends to already assure that implementations are not only from the authors hands. -- that is all we have needed to do in IHE (which is no guarantee it works for FHIR).

yes. that's true. we just considered a connectathon track with 2 participants, both authors. 3 would usually push us past that

I was thinking at least 2 not involved (i.e. two people who didn't write the spec can use it together).
