Suggestions from TSC discussion:
- Management groups should set their own composition targets
- Management groups should keep track of their own expirations, but TSC recognizes that a better system of proactive notifications is worth developing
- Management groups should try to ensure that cochair term expirations are staggered

- TSC will in future consider ("parking lot item") whether/how to evaluate management group health (analagous to workgroup health). For the time being, this is a management group responsibility, where each group can discuss/propose ideas.
