I think the technical argument there would be that the scope of the normative ballot excludes the Draft/STU content, so adding additional ignorable Draft/STU content doesn't change the scope of the normative spec.

How or where should the ballot sequence (e.g. STU2, in package-list.json) and version (1.1.0-ballot) guidance be documented? And exactly what do we want to say?
