What resource in FHIR should be used to represent a Problem Concern, Health Concern, or Allergy Concern in CDA?
FHIR has possible analogues for Concern Act, but they don't tend to be used, especially when generating a FHIR document based on a CDA document. CDA implementers tend not to use Concern Act except to stub out required elements.
Provide guidance to infer concern act (F to C) and to drop concern act elements (C to F) .
Optionally, also resolve 20211018-02.
CF: The concern act in an Allergy Concern Entry supplies the Allergy-Intolerance.category, effectiveTime, recorder, asserter, link to encounter, and possibly the note.
